General Scope of Construction Project Summary of Mr. Welch's (CMEC) Role in Project Mr. Welch performed contractibilty reviews during the design phase, construction of an access road, the installation of two cofferdams to divert stream flows, and the demolition of the existing dam structure using coventional means in support of the restoration of the habitat of the Neversink River. Specific concerns were addressed with regard to downstream turbidity and its effects on the dwarf wedge mussel as well as other fish habitat. Although these mussels have not been found in the are of the dams, they are known to exist downstream from the project. The Never sink River's migratory fish patterns require that the in-stream activities be conducted during the summer and early fall months, July through October. In addition to Mr. Welch's consulting role in the project design, he worked with the USACE and the Eastern New York Nature Conservancy to develop a Quality Control Plan, Site Specific Safety & Health Plan, Evironmental Protection Plan, Habitat Protection Plan, Waste Management Plan, Temporary Construction Plan and Removal Grading/Restoration Plan.
