General Scope of Construction Project
The project consisted of the demoltion of the City of Philadelphia's Trash Incinerating Plant. Structures consisted of Incinerating Plant Building, containing two trash incinerators plus related equipment, a Maintenance Building, and an access ramp all constructed on a concrete deck constructed on piers over the Delaware River.
Summary of Mr. Welch's (CMEC) Role in Project
As the VP of Operations for Engineered Demolition, Inc. (ENDE), Mr. Welch spearheaded the firms original solicitation for this project with the Philadelphia USACE under the sole source procurement mechanisms for 8(a) Contractors. Thisi project presented unique challenges from the onset with a highly contaminated facility which had outlived its usefulness and had become an eye sore to adjoining developing boardwalk property on the Delaware River. Mr. Welch worked with the river Owner and the USACE to develop a plan for safely removing the structure without contaminating the river and utilizing the maximum benefit toward recylcing rather then land filling with debris generated from this operation.
Through partnering effors with the USACE, a fair and reasonable price of $3,156,000.00, was negotiated and work began in the Spring of 2002. The project was completed on time and within budget in spite of the unexpected challenges created by the discovery of a deteriorating concrete deck, scheduled to remain, on which the strucuture was built. Mr. Welch served as the Senior Project Manager and Program Manager for this project from concept through completion in October 2002.
